No this is pretty …
No this is pretty much the bread and butter of touching up. Surface blur is a very nice addition to Photoshop CS2 and above. It preserves areas oh higher contrast and blurs the rest so it’s really perfect for this application. And it’s quick to do so if you have deadlines within the journalism industry, this is a quick and effective method.

I used to use Photoshop 6.0(or something like it) I defenitley recommend at least trying CS3, it’s amazing. You can download a free trial at Adobe’s website, I think the trial lasts a month. (:
