I was having this …
I was having this same issue and realized it was due to having the text on a transparent background. Try putting the text over a solid black or white background and you will get the correct effect.

The layer tool is …
The layer tool is usually outside on the right hand side. If it is not there it can be activated by going to Windows -> Layers. I hope this works
